2023 Abandonment to Rehab Program Summer Associate
 
 
 
This Abandonment to Rehab Program VISTA position will be hosted by The City of Decatur Community Development Department located in Decatur, IL. Our organization is a part of the Housing Action AmeriCorps Network, an AmeriCorps VISTA program managed by Housing Action Illinois since 2010. As such, this position will receive customized training, support, guidance, and networking opportunities, in addition to the traditional opportunities for AmeriCorps VISTA positions. The City of Decatur Community Development Department is housed in the Civic Center, near the heart of the City, and is comprised of Grants, Building Safety, Code Enforcement, and Planning and Development. The departments mission is parallel with IHDA; “Community Revitalization as the implementation of intentional efforts that are likely to lead to measurable increases in access to employment, living wage jobs, healthcare, supportive services, community amenities, transportation, and quality and affordable housing stock.” You will work directly with the Planning and Development Department which is under the direction of the Community Development Director to further the quality and availability of housing stock. The ideal candidate will have: 1) Basic knowledge of urban planning and real estate development practices, with an understanding of how to create data driven reports using existing studies and Geographic Information Systems (GIS) layers. 2) The ability to collect data from trusted sources and program partners for basic financial best practices for longer term home ownership, and generate a financial literacy packet for distribution. 3) The ability to communicate with other staff and understand property maintenance standards adopted in the City of Decatur, and create a property maintenance literacy packet, including resources, for distribution.

Member Duties : Duties will require the member to work at least 30 hours per week. The candidate will become familiarized with the City of Decatur’s Staff, Software, reports, and project mission. The member will create a proprietary grading system and then use the available data to select the best 35 sites for the abandonment to rehab program, as well as sufficient secondary sites. The member will create a financial literacy document for Abandonment to Rehab homeowners that will help guide them through the first five years of home ownership. Data will be thoroughly vetted and examined by staff and affiliates. The member will work with community development staff, specifically code enforcement, to create a literacy document for property maintenance and resources using City of Decatur programs and adopted codes.
