*BMVP - Parks Revitalization Assessment & Planning
 
 
 
The Community Development Division joins local partners with resources to increase access to housing, support capacity-building for local non-profit organizations, to create a sustainable community, and to promote neighborhood revitalization. According to the 2022 Billings Parks, Recreation & Public Lands Annual Report, 91% of Billings households believe parks and recreation is an essential service and 86% of Billings households responded they used a City park in the past 12 months. In the 2020 Community Health Needs Assessment, Yellowstone County residents identified environmental issues as the second most needed improvement and recommended several solutions included increasing lighting at parks to discourage crime. The Billings City Council seeks to include Crime Prevention Through Environmental Design (CPTED) principles with City projects going forward. In early 2023, the City Council supported a pilot CPTED project in Comanche Park, located in a low-income area. According to the City Parks Alliance, parks play a large part in public health by encouraging active lifestyles and reducing health costs, creating job opportunities, increasing community engagement, and reducing crime. This project is designed to compile quantitative and qualitative data about low-income area parks amenities to identify and plan park improvements designed to benefit low-income residents and assist and support them. This project will help alleviate poverty by connecting low-income community members to expanded local park amenities that encourage healthy lifestyles and community interactions that support a sustainable path out of poverty.

Member Duties : Assist with the review and renewal process of City parks to encourage healthy lifestyles and community interactions! The overall goal of this project is to assess low-income area parks and their existing amenities, including Crime Prevention Through Environmental Design (CPTED) principles. This project will increase access to expanded park amenities, increase preventative health education, and support a sustainable path out of poverty. The VISTA will: create a comprehensive assessment of existing parks amenities and applicable CPTED principles, community needs, and create action plans to implement improvements in low-income area parks; recruit a volunteer base to ensure planning and implementation of the project; develop a diversified funding stream for prioritized community response and project promotion; and design and implement community awareness and engagement activities to guide the assessment and planning process.
