*BMVP - Improving Housing Access & Supportive Services
 
 
 
The Yellowstone County Continuum of Care (CoC) is a coalition of over 30 local agencies united around the shared goal of making homelessness rare, brief, and non-recurring. Billings is the largest city in Montana and serves as a regional supportive service hub for the central and eastern half of the state. According to the 2022 “Point in Time-Data and Housing Inventory” nearly one in five of the identified homeless population in the state is living in Yellowstone County. From 2019 to 2022, the number of people served by the CoC’s Coordinated Entry System (CES) nearly doubled in Yellowstone County. The CoC is engaged with a pilot project within the Montana Healthcare Foundation’s (MTHCF) Housing is Healthcare (HiH) program to develop a Permanent Supportive Housing (PSH) solution for Frequent Utilizers of System Engagement (FUSE). This population often has complex conditions ranging from chronic illness and physical disabilities to behavioral health and substance use challenges. As part of its Strategic Plan, the CoC and community partners have identified a need for investments in capital infrastructure. This project will help identify the most cost-effective way to meet the gaps to serve people and begin to outline a plan of action for establishing a new Permanent Supportive Housing project. Unhoused neighbors can address barriers that prevent them from obtaining housing, while maintaining shelter in the interim. It will help people more efficiently navigate the complex array of services and programs that are already established to serve them and help create a more equitable system where stable housing and supportive services are available for everyone. Housing is the first step on the road to overall stability. By connecting people to the physical infrastructure and supportive services to live as independently as possible, we help both the individual person and improve quality of life for the community as a whole.

Member Duties : Contribute to sustainable planning concepts that ensure housing access and services are equitable for community members in Billings, Montana! The overall goal of this project is to create and promote an all-inclusive system that serves individuals and families experiencing homelessness through an effective and comprehensive approach. The project will be integral in filling gaps in housing options for people unable to live independently and to complete a full crisis continuum of services for people with complex needs. The VISTA member will: assist with strategic planning implementation through the development of a community assessment of local providers; leverage resources through the development or expansion of a diversified funding stream to support the project; connect the community and partners through community awareness and engagement activities; and assess and/or develop outreach materials and resources that meet the coalition’s goals.
