The Office of Financial Empowerment advances economic democracy that shares economic prosperity with all Saint Paul residents. The Office of Financial Empowerment seeks to achieve these results: Result 1:Saint Paul residents achieve financial health. Result 2:Saint Paul neighborhoods achieve community wealth. Result 3:Saint Paul residents live in stable, accessible, fair, and equitable housing. Result 4:Families with children in Saint Paul have a city that cares about their future. Result 5:Saint Paul residents are engaged in public decision making. CollegeBound Saint Paul is the City of Saint Paul’s universal college savings program that is providing an account at birth with $50 for each Saint Paul child born after January 1, 2020. The long-term savings accounts can be used for post-secondary education—universities, colleges and also workforce and vocational training. Families can contribute additional money and earn bonuses to watch their college savings and dreams grow along with their child. CollegeBound seeks to build a college-going culture in Saint Paul, and help all parents and child believe that college is possible. CollegeBound is designed to not be a standalone program, but an effort integrated with a set of wrap around services and strategies that can impact the whole family’s: 1) health & well-being, 2) early childhood development, and 3) financial health. The Child Wellness VISTA project will support strategies related to the health, well-being and development of Saint Paul infants, toddlers and their families. The VISTA will work with CollegeBound families, community organizations, and partners in Saint Paul’s health systems to 1) pilot incentives for doctor visits and nutrition programs 2) increase access to health care through mobile clinics and 3) communicate with CollegeBound families about the importance of preventative care through trusted messengers.

Member Duties : Responsibilities include: Coordinate pilot to incentivize WIC 1-year recertification for CollegeBound children Coordinate pilot to incentivize well-child visits with pediatrician or health clinics for CollegeBound children Develop plan to increase access to mobile health care for infants and toddlers in Saint Paul Facilitate the delivery of messaging about preventative care for infants and toddlers to CollegeBound families through trusted messengers
