The Office of the Commissioner of Higher Education (OCHE) is the executive arm of the Montana Board of Regents and responsible for carrying out the strategic vision of the Montana University System. OCHE is committed to most effectively using state resources to make higher education accessible and affordable so that Montanans have relevant, quality credentials that help them contribute to the well-being and vibrancy of our workforce, our economy, and our state. Montana 10 is the signature student success program of the Montana University System and has a direct anti-poverty mission. Montana 10 provides comprehensive support to Montana's low-income students to help them stay in school, graduate on-time, and do so with less debt. Not only do low-income students face increased barriers to achieving a college degree, but they can also perhaps most benefit from the economic and social mobility that a college degree affords. In the Montana University System, low-income students are nearly twice as likely to drop out of college than their middle and high-income peers. By growing Montana 10 and expanding the program to more institutions and more students across the state, the VISTA project will make it possible for low-income students to earn a degree and achieve economic mobility for themselves, their families, and their future generations. The proposed VISTA project is intended to support OCHE and institutions in building capacity to expand Montana 10 across the system. The goal of this capacity-building project is to help institutions implement a program that has positive, measurable impacts on student retention and graduation rates. Being able to successfully implement and expand Montana 10 at several campuses across the MUS will help OCHE demonstrate the success of such programs and seek long-term sustainable funding and program stability.

Member Duties : The VISTA will support development of educational resources by researching other national examples of evidence-based students support programs, design an online Montana 10 resource library, and draft Montana 10 handbook. The VISTA will build campus team knowledge of Montana 10 by delivering trainings, support, and professional development to faculty, staff, and administrators to support them in delivering programs to students. Lastly, the VISTA will develop reporting and tracking metrics to align MUS institutions around key performance and equity benchmarks that will help ensure program success and indicate challenge areas.
