BMVP - Community Development for People Facing Homelessness
 
 
 
The Community Development Division is a catalyst for joining community partners with resources to increase access to housing, to create a sustainable community, and to promote neighborhood revitalization. Several housing barriers continue to affect the most vulnerable populations in Billings. Households making less than 30% of the Area Median Income (AMI) are especially affected. Over 80% of income eligible populations experience housing cost burden. This problem often becomes compounded with others and leads to less housing stability overall. Changes to the housing market in our area have exacerbated concerns for people that are unhoused in our community. The City of Billings has been awarded $1.2 million in HOME-ARP (American Rescue Plan) funding through the U.S. Department of Housing and Urban Development (HUD) which must benefit individuals or households who are homeless, at risk of homelessness, and other vulnerable populations to reduce homelessness and increase housing stability. Participating Jurisdictions (PJs), such as the City of Billings, are required to develop allocation plans that assess needs and determine funding uses. A community assessment must be completed prior to developing an open application process for agencies to receive funding. City staff is seeking assistance with this process, as well as additional programming developments. This project will ensure that federal regulations are met and ensure that funding is distributed where it is needed most. According to the National Low Income Housing Coalition, “Housing is the key to reducing intergenerational poverty and increasing economic mobility.” This project will help alleviate poverty by ensuring that local service providers receive additional funding to reduce homelessness and increase housing stability. When cities provide housing services, community members are more equipped to achieve success in acquiring a healthy lifestyle and the opportunity to move out of poverty.

Member Duties : Assist with the development and analysis of a community needs assessment in order to prioritize funding allocations that will serve the most vulnerable in Billings! The overall goal of this project is to gather information and assess community needs relative to homelessness in Billings, Montana. The objective is to develop an assessment that outlines how community needs and gaps can be addressed as well as refine an effective funding plan that meets the requirements of eligible activities for the HOME-ARP Program. The VISTA will assist staff with: the assessment of data, the development of quality controls and materials including policies and procedures, and participate in activities that lead to effective allocations and monitoring of eligible local agencies that apply for HOME-ARP funding.
