*BMVP - Creating Sustainable Housing Solutions

The Salvation Army’s mission is to meet human needs without discrimination. Homelessness is an ongoing issue in the Billings community. Results from an annual Point In Time (PIT) survey show there were over 200 individuals experiencing homelessness in our area on a single night in 2018. In the first month of the 2019 school year, Billings Public Schools reported 178 students were experiencing homelessness. The coronavirus pandemic has brought up additional concerns for the homeless in our area, especially regarding the need for infrastructure to safely house people while they work to address other challenges related to homelessness. Serving a chronically homeless individual costs several thousand dollars per year, with the total cost to serve just 93 people experiencing homelessness in Billings exceeding 10 million dollars annually. The Salvation Army plans to develop immediate shelter and transitional housing options through the Billings Community Village (BCV). These housing options will serve the chronically homeless and most vulnerable unhoused people in the community. Studies show that similar programs are both cost-effective and allow for more accessibility to resources for individuals and families in poverty. On average, the amount per year to care for every unhoused chronically homeless person in Billings is over $111,000 each year. With the current development plan, the cost savings is estimated to exceed $3 million. This project will increase the number of safe, healthy, and affordable housing options for people experiencing homelessness. With housing established, these community members will have the opportunity to address additional barriers and increase their ability to move into self-sufficiency.
