*BMVP - Expanding the Billings Family Justice Center
 
 
 
The Domestic Violence Investigations Program's mission is to hold domestic violence offenders accountable while improving the safety of women, children, and families in the Billings community by developing a coordinated community response to domestic violence related crimes and enhancing collaboration and best-practice approaches between multiple agencies in the Billings area. According to 2020 Census information, Billings has over 117,000 residents, 12% of whom are living below the poverty level; the CDC has identified that 1:4 women and 1:10 men experience domestic violence (DV). By extrapolating those numbers, one can conclude that approximately 1,750 women and 600 men live in poverty AND experience some form of DV in Billings. This situation potentially makes these individuals unsafe in their own homes but unable to afford to escape. In 2020, the Billings PD responded to 1,126 DV assaults; in 2021, the Billings YWCA reported providing 7,845 nights of emergency shelter to adult victims of DV and their children. These statistics confirm that DV is prevalent in Billings, and that poverty and homelessness keep victims trapped in violent situations. The Family Justice Center project seeks to organize and co-locate multiple agencies and organizations in the Billings community to better assist victims of DV as they go from facing homelessness to finding stable, safe homes. Only then can victims move forward to reconnect with friends, family, and community; and then to reclaim their self-esteem. DV victims need a variety of services to help them first address their physiological needs, followed by their safety and security needs. DV victims who are in safe, stable housing and receiving additional services like mental health counseling or continued advocacy create better futures for their families, and in turn break the cycle of poverty.

Member Duties : Help victims of domestic violence easily access critical support services! The Billings PD seeks to create a gateway where multiple confidential services can be accessed in a single location. Take part in creating the Billings Family Justice Center with the Billings-Metro VISTA Project! The overall goal of the project is to organize existing community resources and to co-locate many of them into one facility—a Family Justice Center. Research from the National Institute of Justice shows that the more services and support a victim receives, the better the outcome will be for that victim in achieving safety and independence. The VISTA will: develop a report documenting available community resources, gaps in services, and victims’ perception of available resources; identify funding opportunities to support the development / operations of a Family Justice Center; and develop an online service referral portal to facilitate / expedite referrals between agencies.
