*BMVP - Expand Safe Access to Community Trails

Billings TrailNet's mission is to promote a complete, community-wide trail system. While many people in Billings use trails and bikeways for safe walking and biking, there are gaps in the trail system in underserved areas. While the City of Billings has a trail and bikeway plan, it lacks a funding mechanism dedicated to building trails and bikeways. Billings’ built access improvements for non-motorized travel currently cannot keep up with needs. According to a meta-analysis conducted by ChangeLab Solutions, improving the quality and perceived safety of the neighborhood built environment – specifically trails, parks, and multi-modal transportation routes – improves a variety of health outcomes. These include chronic diseases; mental health conditions; violent crimes; and vulnerability to natural disasters and pandemics. Furthermore, these improvements improve property values, quality of life, social investment, and school conditions. Safe and easy access to schools, work, recreation, health care, and food is an important piece of solving the poverty dilemma. Trails, sidewalks and bikeways not only provide healthy physical activity, but also provide safe routes for children to arrive to school ready to learn; places for families to recreate easily; and ways for people who are unable to drive to access health care, work / employment opportunities, community events, and appointments.
