CaliROC: Communications Associate
CaliROC is a new housing program that addresses the housing vulnerability and lack of economic opportunity facing residents of manufactured home parks through resident ownership. CaliROC utilizes the “Resident Owned Community” or “ROC” model of cooperative development to preserve manufactured home parks through Resident Owned Community conversions. Resident ownership results in permanent and sustainable remedy to the vulnerabilities of lot rent increased after a sale to investors. For low-income communities, the security of homeownership provides a significant source of stability that also can’t be measured in dollars but health, education, and overall quality of life. The program focuses on manufactured homes (also known as “mobile homes”) in particular due to the fact that is a naturally occurring and unsubsidized forms of affordable housing. Residents usually own (typically with mortgage payments) their manufactured home and live in a park where they pay a monthly “lot rent,” for the space underneath their home. The affordability of manufactured homes allows for affordable mortgage payments while lot rents traditionally range in the hundreds per month, making the cost of living in manufactured homes significantly lower than market rents in most areas. The program assists residents of manufactured home parks to form a cooperative corporation to purchase and operate their manufactured home park as a Resident Owned Community. CaliROC provides intense assistance throughout the purchase process. As a ROC, the community is operated at cost which keeps lot rents affordable, and stabilizes housing for residents because they no longer fear an investor purchase.
