Community Outreach Specialist 1A VISTA
 
 
 
Located in deep South Texas, Hidalgo County is one of the five poorest counties in the state based on the most recent census with a per capita income in 2019 of $17,542 -- a poverty rate of 27.3 percent -- - twice the rate in Texas and the United States. The objective of this program is to address the reality of this history of neglect by creating a Youth Leadership Academy for a new generation of leaders that teaches self-sufficiency by employing the available resources of local government and non-governmental organizations ("NGO's"). VISTA members are being sought to collaborate with those living in poverty to identify major issues of need. Under the direction of local poverty experts, VISTA members will develop a curriculum for the Leadership Academy to teach the root causes of poverty, the tools available to address these issues, and to identify and help develop resources that are missing in the fight. Phase 2 of this program would entail collaborating with a locally appointed Prosperity Task Force to develop a leadership curriculum focused on understanding the core reasons for Hidalgo County's pervasive poverty and the consequences thereof. In Phase 3 VISTA Members would help to recruit and train Leadership Academy participants.

Member Duties : The Community Outreach Specialist will serve in Precinct 1 in teams of three and briefly accompany field workers to evaluate the needs of low-income residents across Hidalgo County. Members will develop and refine the very tools used to capture data collected about communities in need. Members will interpret this data to inform the project’s understanding of poverty-related challenges specific to the local community, the limitations of existing resources, and the resources needed to alleviate poverty. Once data is collected and analyzed, members will create a report of their findings. This will prepare the project for the next phase, develop the structural framework to establish informational hubs throughout the county’s 22 municipalities and equip these hubs with guidebooks about resources available to low-income individuals in their area.
