BMVP – Improve Homeless Services through Tech Enhancements

The Billings Continuum of Care's mission is to make homelessness brief, rare, and non-recurring in Yellowstone County. Rising housing instability is a long-term and growing concern in Billings. According to the 2020 Community Health Needs Assessment, twenty-eight percent of respondents reported worrying about paying rent. Housing instability has grown rapidly over the past year, due in part to COVID-19 consequences and housing cost increases. In addition to these housing issues, the population served by the Continuum of Care (CoC) faces many barriers to accessing empowering services including those that address mental health. Twenty percent of respondents to the Community Health Needs Assessment reported “fair” / “poor” mental health and this percentage was much higher among persons experiencing homelessness. This creates an additional barrier to accessing and utilizing additional services. A growing number of unhoused individuals also has financial consequences far beyond the individual or family unit. A recent Community Impact Study by the Billings Police Department estimated the cost to local taxpayers at over ten million dollars for medical and police support of just 93 individuals. To address these issues, the CoC has identified the need for an online presence / platform that the organization can use to connect, collaborate, and coordinate with members and the community at large. These connections will increase the ability to access and coordinate services, increase awareness of services in the community, and promote support for the CoC that could impact future projects and efforts. By connecting people to the physical infrastructure and / or supportive services to live as independently as possible, we help both the individual person and improve quality of life for the community as a whole.
