Hawaii County Capital Improvement Resilience VISTA

The Hawaii County Planning Director is an active member of the State Climate Change Mitigation and Adaptation Commission (Commission) and supports the Climate Ready Hawaii initiatives to promote ambitious, climate-neutral, culturally responsive strategies for climate change adaptation and mitigation in a manner that is clean, equitable and resilient. This project operationalizes the mission of the Commission and the Hawai‘i County Planning Department (“Department”) to foster an improved quality of life for the island of Hawaii’s communities through responsible and progressive planning. More specifically, this project would be housed in the Long-Range Division whose purpose is to uphold the community’s vision, facilitate public participation, and drive the policy foundation that helps shape a more equitable, resilient, and sustainable future for Hawaii Island. People in poverty, ALICE (Asset Limited Income Constrained but Employed) and underserved communities are the least able to employ climate change mitigation measures, and they are the most vulnerable to climate change impacts. This project will improve the prioritization of resilient infrastructure being funded by our capital improvement program. According to the 2018 ALICE Report, 31 % of the households in Hawaii County are asset limited, income constrained, and employed (ALICE).
