CNHED Research and Development VISTA
 
 
 
CNHED is dedicated to both homeless prevention and affordable housing efforts that ensure the most vulnerable and hardest to house residents have a home, as well as ensure that safe and affordable housing is available throughout the District for low-income residents at or under the poverty line. CNHED recognizes the importance of not just producing a sufficient number of affordable units, but also preserving the units DC already has. CNHED is a longtime supporter the Tenant Opportunity to Purchase Act (TOPA) as a means to prevent the displacement of existing communities and to facilitate the preservation and creation of affordable rental and ownership housing. TOPA was passed in 1980 as a tool to preserve affordable rental housing, provide opportunities for homeownership for low-income tenants, minimize displacement of existing tenants, and encourage the formation of Tenant Organizations and strengthen the bargaining position of tenants. TOPA requires owners of rental housing to provide tenants with the opportunity to purchase the property and a right of first refusal to match a third-party contract before the owner sells, demolishes, or discontinues renting out that accommodation.

Member Duties : Since its creation, there has been no measure or evaluation of TOPA’s impact in the preservation of affordable housing. Additionally, there is no comprehensive database tracking properties for which TOPA notices were filed and the details regarding its subsequent sale. CNHED’s Research & Development VISTA will be tasked with creating and executing a study looking at the impacts and effectiveness of TOPA as a tool to preserve affordable rental housing, provide opportunities for homeownership for low-income tenants, minimize displacement of existing tenants, and encourage the formation of Tenant Organizations and strengthen the bargaining position of tenants.
