OHA Substance Use Decriminalization VISTA

This position joins the Oregon Health Authority’s (OHA) statewide VISTA team. In addition to activities at your individual site, each member receives additional orientation, training throughout the year, team retreats and meetings, and the support of the team leaders and project director based at the state public health agency. For more information about the Oregon Health Authority VISTA Partnership Project, please visit: http://healthoregon.org/vista. Selections are made on a rolling basis and early applications are strongly encouraged. The OHA Health Systems Division (HSD) plays a key role in implementing and overseeing efforts to transform Oregon's health care system. The Measure 110 Implementation Unit serves all those affected by substance use and substance use disorder, especially communities disproportionately impacted by the historical criminalization of controlled substances. Arrests and convictions for drug related offenses disproportionately effect communities of color in Oregon, and those criminal convictions lead to barriers to housing, employment, and education. We aim to center equity in the implementation of treatment & addiction recovery services, including providing funding to organizations owned by persons of lived experience, persons of color, and persons from tribal communities. The work aims to provide equitable access to treatment and recovery services, alleviate poverty by meeting people where they are in their personal stage of recovery, & connect people with the supports they need to maintain employment and housing. This position is based in Salem, Oregon’s capital. The OHA VISTA Partnership Project is committed to building a diverse workforce to broaden and deepen our work in the communities we serve. We strongly encourage candidates from communities of color, disability, LGBTQIA, & linguistically diverse populations to consider application to our positions.

Member Duties : As our AmeriCorps member, you will support the implementation of Measure 110: improving access to health care, increasing services needed to overcome the opioid crisis, and assisting in Oregon’s attempt to decriminalize addiction. The two main objectives are: 1) Collaborate with the Oversight and Accountability Council in the development and implementation of a robust community engagement plan to ensure responsive and accessible service array. Organize town halls and various other venues so that the public, particularly communities most impacted by substance use, can engage council on their work. 2) Develop standards and provide technical assistance to grantees and Addiction Recovery Centers on integrated community support for those seeking treatment. Build partnerships between community-based organizations and local government entities providing social and economic supports, promoting best practice, and performing monitoring of grantees as they implement the program.
