Moving To Work Policy and Community Development

The Housing Authority of the City of Pocatello (aka Housing Alliance and Community Partnerships) was recently awarded the very unique Moving to Work status by HUD. During the coming year(s) we will be developing, critiquing, and improving this new program designed to focus on 3 areas: 1) moving households from poverty into self-sufficiency 2) achieve greater cost effectiveness in federal expenditures and 3) increase housing choices for low-income households. The role of the VISTA will be program creation! This will involve developing and strengthening partnerships, facilitating community discussions for input on the plan, ensuring all segments of population are heard in its creation, creating the plan and accompanying policies and processes, implementation of plan, and creating outcome goals and a scoring system to demonstrate level of goal achievement. While that sounds like a lot (and it is), it is a step-by-step process designed to create a strong and long lasting program that will have a significant impact on the community and the households served. The most visible memorial of this work will be the creation and development of a skills development center. There is already a strong partner base ready to assist in this endeavor. These partners include United Way, ISU, Dept. of Labor, local banks, employers, healthcare organizations, and more. The VISTA’s work with this group will lead to a dynamic center that will boost households out of poverty. Pocatello, is in the Southeast corner of Idaho. It's town of strong partnerships and engagement. It also offers incredible opportunity for outdoor activities that include camping, fishing, hiking, biking, skiing, sledding and more. The HACP team is a nationally recognized housing authority whose Executive Director has assisted in the drafting of federal legislation, serves as a national leader, and is a certified career coach. All are things that could be beneficial to the VISTA's future career plans.
